INTERNATIONAL COOPERATION: COMMITTEE AND EURASIAN ECONOMIC COMMISSION

On September 28-29, 2023 in the capital of the Russian Federation, Moscow, a working level meeting was held between representatives of the Competition Promotion and Consumer Protection Committee of the Republic of Uzbekistan with representatives of the Competition and Antimonopoly Regulation Block of the Eurasian Economic Commission.

The key goal of the event was to exchange experience of the Republic of Uzbekistan and the Eurasian Economic Commission in terms of investigations conducted, including in digital markets.

During the meeting, Deputy Chairman of the Committee Farrukh Karabaev made a presentation on changes in the competition legislation of the Republic of Uzbekistan, providing information on the creation of the Center for Digital Transformation and Outsourcing (FAIR TECH information system).

In particular, the parties exchanged experience in ensuring control over reference prices for medicines in the Republic of Uzbekistan and price regulation in the EAEU.

At the end of the meeting, the parties summed up the results and discussed the prospects for further cooperation within the framework of the Memorandum.

A meeting was held with representatives of the German Society for International Cooperation (GIZ).

On August 29, 2023, representatives of the Competition Promotion and Consumer Protection Committee met with officials of the German Society for International Cooperation (GIZ) led by Beate Schoreit, Head of the Sustainable Development Project.
During the meeting, the participants discussed issues related to the new version of the Competition Law and prospective cooperation projects.

THE COMMITTEE LEADERSHIP HELD A MEETING WITH OFFICIALS OF “GERMAN SPARKASSENSTIFTUNG”

Officials headed by Sh.Sharakhmetov, the chairman of the committee for development of competition and protection of consumer rights, held talks with representatives of “German Sparkassenstiftung” on international cooperation.

Within the framework of the negotiations, the works carried out in cooperation, cooperation between the parties on signing a new Memorandum and future plans of cooperation were discussed.

INTERNATIONAL COOPERATION

Representatives of the Competition promotion and consumer protection committee are participating in an international pilot exchange program organized by The Korea International Cooperation Agency (KOICA) in Seoul, Republic of Korea, that will last from May 21 to June 3 of this year.

Together with Uzbekistan, representatives of the states of Azerbaijan, Kyrgyzstan and Kazakhstan are also participating in this program, which is called    “Competition legislation and development of the market economy”.

The main goal of this program is to further develop the competition legislation and the market economy of the participating countries on the basis of mutual experience exchanges and effective cooperation, in particular, to acquaint the representatives of the participating countries with the advanced experience of the Republic of Korea, achievements in the field and help them effectively introduce the successful experience of Korea.

In the first two days of this international program, representatives of the Committee organized presentations on economic achievements of the Republic of Uzbekistan, competition legislation for other participants of the program, and within the framework of these presentations, participants were given detailed reports on the work done in the country so far in the above-mentioned areas, the achievements and the problems

At the end of the presentation, the achievements of representatives of other participating states were recognized and expressed high interest in new projects introduced by the Committee.

International seminar

Representatives of the Competition Promotion and Consumer Protection Committee are participating in the seminar on “Regulating the price of services to achieve fair tariffs in the countries of Central Asia”
Today, on May 17, 2023, a seminar on “Regulating the price of services to achieve fair tariffs in Central Asian countries” is being held at the Radisson Blu Tashkent hotel in Tashkent.
This seminar is organized within the framework of the project “Energy Regulatory Cooperation in Central Asia” of United States Agency for International Development (USAID), in cooperation with the Ministry of Energy of the Republic of Uzbekistan and the National Association of Regulatory Utility Commissioners (NARUC).
Seminar is being conducted by experts of the international audit-consulting company “KPMG” and with participation representatives of NARUC, also representatives of the Ministry of Energy, JSC “National Electric Grid of Uzbekistan”, JSC “Hududiy elektr tarmoqlari”, JSC “Thermal power plants” and senior officials of the Competition Promotion and Consumer Protection Committee are participating at this seminar.

We recall that on February 6-9 and 13-16 of this year, Committee senior officials participated in four technical modules on “Cost of service regulation in energy sector to achieve cost-reflective tariffs in Central Asian countries” organized by NARUC at the Radisson Blu Tashkent hotel in Tashkent.

Employees of the department regularly interact with international financial institutions and antitrust agencies of other countries.

Since 2020, the Antimonopoly Committee has been participating in the World Bank’s Institutional capacity building project. Within the framework of the project, measures are taken to conduct competitive analysis in the product and financial markets, develop methodologies for antitrust legislation, organize training seminars and exchange experience with competition authorities of various countries.

An agreement was reached with the UN Conference on Trade and Development (UNCTAD) on long-term cooperation in the field of antitrust regulation and competition development and the implementation of the best practices of the UN member countries in the field of competition law.

Collaboration is developing with representatives of the Organization for Economic Co-operation and Development (OECD). In particular, in February 2020, representatives of the Antimonopoly Committee participated in the OECD Open Competition Day in Paris, France, where they discussed the latest trends in antitrust law.

Interaction with representatives of the Organization for Security and Cooperation in Europe (OSCE) is also carried out on a regular basis. In 2020, it is planned to hold training activities regarding the implementation of antitrust compliance at enterprises.

Employees of the department regularly take part in the negotiations on the accession of the Republic of Uzbekistan to the Agreement on Enhanced Partnership and Cooperation between the Republic of Uzbekistan and the European Union.  During the negotiations, the Antimonopoly Committee staff emphasized the need and reached an agreement on the inclusion of competition provisions in the Agreement, provisions on the exchange of information and best practices in the areas of antitrust regulation, as well as on taking into account antitrust practices.
