The main tasks of department are:
to control over activities of subjects of natural monopolies in order to prevent them from using their monopoly position in domestic market to artificially increase prices for manufactured products and services and works;
to analysis of provision of consumers with goods (works, services) produced by subjects of natural monopolies;
to monitor compliance with procedure for sale of goods (services) by subjects of natural monopolies and making proposals to determine list of consumers who must be provided with mandatory services;
to conduct an analysis of activities of subjects of natural monopolies and preparing proposals for improving methodology for their regulation;
to develop of proposals to reduce cost of goods (works, services) of subjects of natural monopolies;
to improve regulatory and methodological base in direction of department;
to study advanced foreign experience in the field of anti-monopoly and regulation of natural monopolies and develop proposals;
to organize effective work on consideration of appeals of individuals and legal entities within time frame and in manner established by the Law of the Republic of Uzbekistan “On appeals of individuals and legal entities”, participate in direct and open dialogues with population, receive representatives of individuals and legal entities on instructions from management, including organizing on-site meetings;
to ensure effective implementation of tasks and functions assigned by leadership of the Committee together with territorial departments and relevant structural divisions.
The department performs the following functions in accordance with tasks assigned to it:
Controls prices (tariffs) for products and services of natural monopolies;
controls compliance with the procedure for the sale of goods to consumers, which must be provided by subjects of natural monopolies;
protects the rights of consumers from unreasonable increase in prices and decrease in the quality of products and services provided by subjects of natural monopolies;
forms and maintains the state list of subjects of natural monopolies regulated and controlled by the state;
controls compliance with agreements on the volume of sales of products and services to consumers;
exercises control over the creation, reorganization and liquidation of subjects of natural monopolies;
exercises supervision over the observance by the said subjects of the antimonopoly legislation in terms of the activities of subjects of natural monopolies that are not related to their specific functions;
considers and prepares proposals for changing the methods of regulating the activities of subjects of natural monopolies for submission to the Cabinet of Ministers;
considers complaints and appeals received from consumers of goods (works, services) of subjects of natural monopolies;
develops draft normative documents on the issues of regulation of the activities of natural monopoly entities;
provides methodological and practical support to regional administrations in the field of regulation and control of natural monopolies;
Coordinates the activities of territorial departments on issues within competence of the department;
controls the implementation of orders and decisions of the Committee in direction of the department’s activities by territorial administrations;
may perform other functions in accordance with law.
