Responsibilities and functions of department
The main tasks of the department are:
ensuring effective performance of tasks and functions assigned to the Committee together with territorial administrations and departmental organizations;
organizing and participating in measures to prevent offenses related to administration in the field of antimonopoly regulation and development of competitive environment;
development of regulatory documents in accordance with authority of department in the field of antimonopoly regulation and development of thcompetitive environment;
systematic analysis of state of competitive environment in commodity and financial markets, “cartel” agreements and collusions, identification of unfair competition and its suppression;
antimonopoly regulation of trade;
control over organization and conduct of competitive (tender) bidding of ministries and departments, business entities, compliance by these departments with current legislation in the field of competition in procurement of goods, works and services;
protection of economic entities from unscrupulous competitors within their powers;
identification of cases of unfair competition related to the acquisition of exclusive rights to individualized funds of a legal entity and means of individualization of goods.
Also perform other tasks in accordance with the legislation and instructions of management of the Committee.
Main functions of department include the following:
To develop proposals for management of antimonopoly regulation and further improvement of competition protection;
To study systematic and implement of the world’s best practices in the field of antimonopoly regulation and development of competitive environment;
To develop strategic programs, roadmaps and other program documents aimed at further improving competitive environment in commodity and financial markets with involvement of ministries and departments;
To organise comprehensive cooperation with antimonopoly authorities of foreign states and international organizations in the field of regulation of antimonopoly legislation and development of competitive environment;
To take measures to identify “cartel” agreements and collusions and their suppression;
To interact with law enforcement agencies to identify and suppress complex types of anti-competitive actions, such as “cartel” agreements and collusions;
To identifie cases of unfair competition related to the acquisition of the exclusive right to individualized funds of a legal entity and means of individualization of goods;
To monitor compliance with competition legislation during competitive (tender) bidding;
To conduct an examination of draft regulatory legal acts introduced and adopted by state and economic management bodies and local self-government bodies for their impact on competitive environment;
To consider appeals of individuals and legal entities on issues of non-compliance with legislation on public procurement and competition during competitive (tender) bidding;
Reviews and approves draft regulatory documents on public procurement, public-private partnership and intellectual property, draft tender documents;
Also performs other functions in accordance with legislation and instructions of management of the Committee.
