Karabaev Farrukh Esanalievich was born in 1981 in Angren city of Tashkent region.

He has a bachelor’s degree in international economic relations and a master’s degree in world economics and geopolitics, University of World Economy and Diplomacy.

Farrukh Karabaev has 15 years of experience in government bodies and international organizations on the implementation of structural changes and reforms in important areas of public policy, such as the introduction of institutional innovations, economic development, effective public administration, competition, rule-making, improving the business and investment environment.

Since 2008, he has held various senior positions in the system of the state Antimonopoly authority, the National Agency for Project Management under the President of the Republic of Uzbekistan and projects of the United Nations Development Program in Uzbekistan.

In 2019-2023, Deputy Chairman of the Antimonopoly Committee of the Republic of Uzbekistan.

In accordance with the Resolution of the President of the Republic of Uzbekistan dated 31 January, 2023, No RP-38, Karabaev Farrukh Esanalievich was appointed as Deputy Chairman of the Competition Promotion and Consumer Protection Committee of the Republic of Uzbekistan.

Davlatov Ulugbek Bakhodirovich was born in 1987 in the Bukhara region.

He holds a higher education degree in Economics and completed both the bachelor’s and master’s programs at the Tashkent State University of Economics..

2007-2010 – Leading Specialist of the Accounting and Reporting Department of the Kagan Branch of Uzpromstroybank, Evening Accountant of the 2nd category;
2010-2011 – First Category Specialist of the Department of Investments, Investment Programs and Housing and Communal Services of the Main Department of Economy of the Bukhara Region Governor’s Office;
2011-2013 – chief specialist, head of the department of the territorial administration for demonopolization and development of competition of Bukhara region;
2013-2017 – Head of the Department for Monitoring Advertising Activities and Protecting Consumer Rights at the Bukhara Regional Office of Privatization, Demonopolization, and Development of Competition;
2018-2019 – Head of Department at the Bukhara Regional Office of the State Committee of the Republic of Uzbekistan for Assistance to Privatized Enterprises and Development of Competition;
2019-2022 – Chief Specialist, Deputy Head of the Department, Head of the Department for Analysis and Control of Regulated Prices and Tariffs of the Antimonopoly Committee of the Republic of Uzbekistan;
2022-2023 – Director of the Department for Monitoring Prices in Consumer Markets of the Antimonopoly Committee of the Republic of Uzbekistan.
2023–2024 – Head of the Department for Price Control in Commodity and Raw Materials Exchanges and Consumer Markets of the Competition Promotion and Consumer Protection Committee of the Republic of Uzbekistan.
2024–2025 – Head of the Department of Antimonopoly Regulation, Price and Tariff Control of the Competition Promotion and Consumer Protection Committee of the Republic of Uzbekistan.

In accordance with the relevant Decree of the President of the Republic of Uzbekistan dated November 18, 2025, he was appointed Deputy Chairman of Competition Promotion and Consumer Protection Committee of the Republic of Uzbekistan.

Kodirova Guzal Toshkenboevna was born in 1986 in Parkent district of the Tashkent region.

In 2009 she graduated from the Faculty of Uzbek Philology of the National University of Uzbekistan.

In 2020, she graduated from Alisher Navo’i Tashkent State University of the Uzbek Language and Literature with Master’s degree.

In 2010-2018 worked in educational institutions.

In 2019-2021 worked as Press Secretary at the Banking and Finance Academy of the Republic of Uzbekistan.

In 2020-2021 worked at the Academy of Public Administration under the President of the Republic of Uzbekistan.

In 2021-2023 Adviser to the Chairman of the Antimonopoly Committee of the Republic of Uzbekistan on improving the efficiency of spiritual and educational work and ensuring compliance with legislation on the state language.

Since March 31, 2023, Adviser to the Chairman of the Competition Promotion and Consumer Protection Committee of the Republic of Uzbekistan on improving the efficiency of spiritual and educational work and ensuring compliance with legislation on the state language.

Usmonov Otabek Odilbek o‘g‘li was born in 1994 in Namangan region.

According to his education, he graduated with a degree in jurisprudence, a master’s degree in law (in the field of public administration law), and a degree in the history of countries and regions.

He worked in various organizations: consultant, legal advisor, chief legal advisor, head of the legal service, head of the main department, deputy head.

He completed advanced training courses in several international institutions (USA, Great Britain, Germany, Russia, Poland).

Also, during his scientific career, he is the author of scientific articles on strengthening public control in the public administration system and other areas in about 30 international conferences and journals.

He has been working in the Committee system since 2021.

Including, Head of the Department for the Development of Strategic Programs and Implementation of Best Practices, Work with International Ratings and Indices of the Antimonopoly Committee of the Republic of Uzbekistan for 2021-2023.

Since March 31, 2023, he has been working as a Public Relations Advisor to the Chairman of the Competition promotion and consumer protection committee of the Republic of Uzbekistan.
