Committee initiates proceedings against regional electricity network enterprises over UZS 5.5 billion in unjustified charges collected from businesses
In accordance with the Decree of the President of the Republic of Uzbekistan aimed at supporting business entities, as well as the relevant resolutions of the Cabinet of Ministers, penalties and additional charges for reconnecting enterprises to the electricity network after outstanding electricity debts have been settled were abolished. State authorities were also instructed to ensure the direct implementation of these provisions without awaiting the adoption of relevant subordinate legislation.
To implement these requirements, relevant amendments were introduced to the Rules for the Use of Electricity, under which charges for reconnecting consumers who had been disconnected from the electricity network were abolished.
However, an analysis of information submitted to the Competition Promotion and Consumer Protection Committee of the Republic of Uzbekistan by the Business Ombudsman identified indications that, from 23 August 2025 through February of the current year, regional electricity network enterprises collected a total of UZS 5.5 billion in reconnection charges from business entities in 965 cases across the country, thereby obtaining unjustified revenue.
In connection with the identified circumstances, the Competition Promotion and Consumer Protection Committee has initiated proceedings against JSC “Regional Electric Power Networks” and the enterprises within its system.
The matter is currently being comprehensively reviewed with the participation of the relevant government authorities, and an appropriate legal assessment will be provided.
