It is no secret that so far consumers have been charged an additional commission when paying for some goods (services) through banks and payment systems (payment organizations). For example, for higher and postgraduate education, medical fees, performance fees, utility bills, issuing an identity card or biometric passport to travel abroad, the consumer was charged an additional fee of 1% to 3.3% for mediation.
It won’t happen now.
In accordance with the Resolution of the President of the Republic of Uzbekistan dated March 9, 2023 No. RP-88, in order to create additional amenities for the population, from May 1, 2023, separate additional payments for the provision of services have been canceled, a new procedure for collecting commission payments (fees) for rendered payment services for payments listed in the appendix to the resolution.
In particular, commission payments (fees) for payment services rendered for payments whose beneficiaries are budget and corporate customers are collected not from the payer – an individual, but by deducting from the payment amount regardless of the form of payment.
At the same time, it is established that the maximum amount of payment (fee) for intermediary services is up to one percent of the payment amount, however, the total amount of no more than (20% of BCA) determined by the Central Bank.
In turn, it should be noted that payments made by the public are considered fully paid to the entity receiving the funds, and the intermediary fee will be deducted at the expense of the recipient.
In accordance with the appendix to this decree, from May 1, 2023, the consumer should not be charged additional intermediary services for the following payments, which in most cases the population faces:
– payments for all types of state duty and administrative fines;
– payments for public services provided by public service centers, including through the Single interactive state services portal;
– payments to preschool educational organizations, general secondary, secondary special, professional, higher educational institutions, as well as institutions of postgraduate education, retraining, advanced training and healthcare;
– payments for all types of utilities;
– payments for the enforcement of judicial acts and acts of other bodies collected by the bodies of the Bureau of Compulsory Enforcement;
– payments to the electronic trading platform E-auksion and automated information system K-Savdo;
– payments for the purchase of tickets for travel in aviation, railway and other types of public transport.
If they ask for an additional fee or deduct from the payment amount when paying for these services, please contact the Committee or the Central Bank.
