The main goal and objectives of center
The main goal of center’s activities is to systematically analyze the state of the competitive environment in commodity and financial markets, including identifying barriers to entry into markets for new participants, assessing the impact of existing privileges and exclusive rights on competition, identifying market participants occupying a dominant position, regulating monopolies and developing competitive environment, determining the degree of market saturation with products produced in the republic, developing strategic programs to protect consumer rights and improve the advertising market, as well as regulating the spheres of natural monopolies, as well as strengthening the role of the subject of economics in solving other pressing problems at the present stage of the country’s economic reform.
The main objectives of the Center are:
Conducting research to analyze the competitive environment in sectors of the economy, as well as in commodity and financial markets, analyzing the share of market participants, existing barriers to entry into the market and developing proposals for the development of competition;
organizing and conducting fundamental scientific and practical research on issues of competition policy, public procurement, stock exchange, consumer protection and improving the advertising market, ensuring the introduction of foreign experience in the field of competition and its harmonization with the national system;
preparing of proposals and programs for radical reform of the spheres of natural monopolies, identification of markets with the possibility of developing competition in these areas;
developing of institutional mechanisms for the transformation of industries in which there are no natural monopolies and where competition can be developed;
studying processes of changes in the structure of the management system of natural monopoly industries and preparing proposals for their improvement, taking into account the experience of developed countries;
economic analyzing and regulation of monopoly, development of strategic programs for the development of a competitive environment, development of methodological foundations for the competition development index and ensuring its constant maintenance, development of proposals to improve the position of the republic in other competition indices;
identifying new markets for digital platforms that have emerged as a result of the digitalization of the economy and their in-depth analysis;
researching the problems of competition policy and natural monopolies, attracting grants from international financial organizations and other organizations to implement projects in the field of protecting consumer rights and regulating the advertising market;
wide discussion of the results of economic reforms at conferences, round tables and seminars with the participation of domestic and foreign experts, representatives of the business community, their wide coverage in the media and scientific articles;
wide informing of the population of the republic and the international community about the principles of competition in the republic, the means and practice of combating monopolism, the processes of eliminating monopolies in economic sectors through the media and the Internet;
Systematic improvement of the qualifications and potential of personnel, including the development of methodological manuals for advanced training and retraining of employees of the Committee and its territorial bodies and antimonopoly control specialists in relevant organizations, organization of advanced training courses;
organizing and providing of outsourcing services;
engaging in other types of activities not prohibited by current legislation of the Republic of Uzbekistan.
To achieve its objectives, Center:
To interact regularly with Committee, its constituent units and other interested organizations;
To ensure development of fundamental practical research at the level of world science in cooperation with the relevant departments of the Academy of Sciences of the Republic of Uzbekistan, the development of fundamental applied research at the level of world science, training of scientific personnel and advanced training of specialists in prestigious centers of foreign countries, as well as the inextricable connection of accumulated knowledge and experience with the system higher education;
To participate in competitions for grants for the implementation of research projects and projects of international financial institutions within the framework of government programs related to scientific activities, conducts negotiations with various organizations, including foreign ones, and concludes agreements with them to carry out work in the area of activity of the Center ;
To attract grants from international financial organizations and other organizations to study problems of competition policy and natural monopolies, protection of consumer rights and regulation of the advertising market, conducts scientific cooperation with research organizations of the republic and foreign countries, participates in national and international projects;
To develop conceptual approaches for conducting scientific research, preparing scientific research, draft legal and methodological documents;
To establish and carry out scientific and business relations with domestic and foreign research, educational and other interested institutions, concludes cooperation agreements with them;
To collect, systematizes and processes information and factual materials necessary to carry out scientific projects and tasks of the Committee;
To provide methodological support and paid services (including information and computing services, consulting, management, marketing, engineering) to production organizations and exercises authorial control over scientific developments implemented in the center;
To protect the scientific and author’s priority and interests of the state in the work performed at the center;
To keep records of planned research work, provides scientific and technical information and reports on completed work to relevant organizations, ensures full use of scientific information in its activities;
to prepare and publishes scientific, information-analytical, methodological and other materials on the main activities of the center;
to organize various events (seminars, round tables, etc.) with the participation of the Center’s research staff, scientists and specialists from the republic and foreign countries in order to prepare recommendations for solving the Center’s problems;
to promote the transfer of foreign methods in the field of competition and their implementation in the Committee’s system;
to establish cooperation with foreign research centers and “think tanks” in the field of competition policy;
to develop proposals for innovative approaches in public administration policy;
to develop consistent cooperation between the center and research organizations in the scientific and innovation field;
to form a large-scale “thik tank” in the center and establishes cooperation with foreign research centers and “thik tank” in the field of competition policy;
To organize a platform for the exchange of information and experience for researchers conducting research in the direction of developing competition and protecting consumer rights;
to develop proposals for the formation of new mechanisms of currency regulation and new types of commodity exchanges;
to develop proposals for the introduction of innovative approaches to the public procurement process, improving the elimination of collusion and agreements on stock exchanges;
The Committee is creating a modern system for training employees with academic degrees (Doctors and Candidates of Science) in the field of competition policy, public procurement, exchange trading, consumer protection, advertising market and antitrust compliance, working in higher educational institutions, research institutes and the Center;
To develop methodological manuals for the systematic improvement and retraining of personnel in the field of competition policy, government procurement, stock exchange, consumer protection, advertising market and antitrust compliance;
to create a modern system for increasing the level of knowledge of specialists in the field of international practice in developing a competitive environment, training and retraining of personnel in the field of antimonopoly policy;
to organize advanced training courses for employees of the Committee and its territorial bodies, employees of other government bodies and organizations in the field of competition policy, government procurement, exchange trading, consumer protection, advertising market and antimonopoly compliance with the involvement of foreign experts and specialists from higher educational institutions of the republic;
to conduct analytical reviews and studies commissioned by government agencies and other foreign organizations;
to prepare recommendations for improving the activities of the Committee.
In the field of organizing outsourcing services, the following (main) types of outsourcing are widespread:
Maintaining accounting records and preparing financial statements;
establishing personnel activities;
establishing HR outsourcing;
establishing advertising outsourcing activities;
providing a conclusion on the absence of local manufacturers of similar products in the Republic of Uzbekistan, the lack of production volumes and the level of the competitive environment, which will be presented to the administrative council of the free economic zone;
systematic analyzing of the state of the competitive environment in commodity and financial markets in order to identify abuse of a dominant position by business entities, cases of “cartel” agreements and collusions, as well as unfair competition;
organizing of other outsourcing activities.
