The Antimonopoly Committee studied the appeal of Uzbekiston Temir Yulari JSC, which expressed disagreement with the increase in cost and the use of a monopoly high price for the provision of verification services by the monopolist – the state enterprise Uzbekiston Milli Metrology Institute (Uzbek National Institute of Metrology). The cost of services provided by the Metrological Institute was approved on February 21, 2020. Temporary price list for economic contracting work on geometric and mechanical measuring instruments, and the increase in value was approved by the same date in accordance with the Temporary price list for the cost of services for comparison (verification) of geometric and mechanical measuring instruments.
The specialists involved in the study of the case and the employees of the State Enterprise “UzMMI” decided to divide the railway templates into separate groups by type, classify the railway templates according to similar parameters and develop a separate “Temporary price list” and time standards for these groups.
For added convenience to enterprises and organizations owned by OJSC “Uzbekiston Temir Yullari”, the state-owned enterprise “UzMMI” agreed to inspect the main complex parts of railway templates, which made it possible to reduce the time of metrological service at prices and tariffs (tariffs, calculation).
Since March 2020, the cost of services for testing railway templates of the State Enterprise “UzMMI” amounted to 318,263.9 soums each, and from November 2020 it was set at 198,914.9 soums, i.e. the decrease was 38%.
