The draft resolution of the Cabinet of Ministers of the Republic of Uzbekistan “On measures to introduce a unified system of electronic tickets in the Republic of Uzbekistan”, developed by the Ministry of Culture, was published in (project.gov.uz) a unified electronic system for the development and approval of draft normative acts (ID-17055).
The Antimonopoly Committee made relevant proposals (objections) to the draft resolution and sent it to the issuing party in the prescribed manner.
In particular, it has been determined that at present, online ticket sales process in the country is effectively working through JSC Uzbekistan Temir Yollari (e-ticket.railway.uz), JSC Uzbekistan Havo Yollari (uzairways.online), State Unitary Enterprise “ Uzavtovzal station service ”(avtoticket.uz). There are also platforms for online tickets sales for movies, theater, concert and sporting events via the Internet (iticket.uz and myticket.uz).
In accordance with the requirements of the five priority areas of the Strategy of Action and the Law “On Competition” of the Republic of Uzbekistan, in order to reduce state participation in the economy, protect and strengthen the priority of private property rights, continue institutional and structural reforms for the development of small business and private entrepreneurship in the country and taking into account the fact that the private sector had performed well in this area Antimonopoly committee has indicated the inappropriateness of creating an additional state-owned enterprise in this area.
The project indicates the mandatory integration of all existing ticket sales information systems with the newly created Portal. Since this requirement also contradicts the Competition Law, it was recommended that ticket sales information systems should be integrated with the portal on a voluntary basis.
Since certain norms of the draft resolution contradict the above directions of the state policy in the field of competition, it was proposed to revise these norms, and to carry out the procedure for determining the operator on the basis of competition (competition, tender).
