The Antimonopoly Committee of the Republic of Uzbekistan presented a conclusion on the assessment of the impact of legislation on competition the draft resolution of the Cabinet of Ministers “On measures for the effective organization and further development of hunting and processing of artemia cysts in Muynak district of the Republic of Karakalpakstan”, received through the electronic system of regulatory documents (project.gov.uz).
The draft resolution provides for the establishment of the state unitary enterprise “Aral Artemia Industry” under the khokimiyat of Muynak district and the permanent use of all parts of the Aral Sea in the Republic of Uzbekistan from April 1, 2020 by the State Unitary Enterprise.
However, today in Muynak district 23 entities are engaged in hunting, drying and export of processed products of artemia cysts.
According to the state police on reduction of state participation in the economy, denationalization of state unitary enterprises in competitive areas, the Antimonopoly Committee proposed:
first, the inexpediency of establishing a state unitary enterprise in this market (cultivation and sale of artemia cysts);
secondly, to create equal conditions for all business entities for the development of the artemia cyst hunting and processing network in all parts of the Aral Sea belonging to the Republic of Uzbekistan;
assistance in expanding the activities of business entities engaged in this field;
set on the requirements for the organization of deep processing of raw materials in the allocation of quotas to businesses growing artemia cysts.
