The joint meeting of the Committee on Budget and Economic Reforms of the Senate of the Oliy Majlis and the Antimonopoly Committee on the implementation of the Law “On Competition” by the joint-stock companies “Uzbekistan Temir Yullari”, “Uzbekistan Airways”, “Uzbekistan Airports”, “Uzmetkombinat” important directions in the work of these monopolists. The studies carried out by the Senate Committee and the Antimonopoly Committee have revealed enough problems that were discussed today.

According to Article 3 of the Law of the Republic of Uzbekistan “On Railway Transport”, railway transport enterprises, public railways and other property of railway transport, directly ensuring the continuity of the transport process, traffic safety and emergency recovery, are the exclusive state property.
The presence of this provision in the legislation, i.e. the fact that the market for railway services is wholly owned by Uzbekiston Temir Yullari JSC, the owner and sole carrier of the railway infrastructure, prevents the creation of a competitive environment in this area. At the same time, in the world practice, a competitive environment has been created in the freight services market and more than 50 percent of the share of this area belongs to the private sector.
In this regard, a proposal was made on the need to revise the requirements of the Legislation restricting competition.
The meeting participants, namely the leadership of the Antimonopoly Committee, were also interested in another question: when and how the tariff policy of the joint-stock company will be reformed, given that the current tariffication “10-01” was developed in 2000 of the last century? The representative of the AO replied that work is planned on this issue jointly with the Ministry of Finance and the Ministry of Transport of the Republic of Uzbekistan.
They also discussed the introduction of Antimonopoly Compliance at the enterprises of JSC “Uzbekiston Temir Yullari”. And the Committee voiced its readiness to provide practical assistance on this issue, including before organizing training for specialists.
Another important aspect. Today we discussed the execution of the instructions of the President of the Republic of Uzbekistan within the framework of the strategy of actions for the division of JSC “Uzbekiston Temir Yullari” into two separate economic entities. the first should be responsible for the operation of the railway transport infrastructure, the second for transportation.
