During a visiting reception of the leadership of the Antimonopoly Committee in Khorezm region, a group of entrepreneurs addressed on problematic issue that has been unresolved for a long time.
In particular, the Urgench District Administration in 2018 allocated a total of 0.5 hectares of land to 13 citizens and businesses in the territory of Qumravot mahalla of Galaba village of Urgench district on the basis of the social development program “Obod mahalla”.
According to this decision, construction work has begun on the basis of projects approved by citizens and businesses, and most of the facilities have been completed. Entrepreneurs have spent a total of 6 billion Soums to establish a youth labor camp, a 75-seat preschool, two private clinics, a bathroom, a beauty salon, a sewing shop, furniture, shoemaking and handicraft workshops, trade and consumer services outlets in their region.
However, due to the fact that the decisions of the district governor on land allocation were not approved by the decision of the regional governor, entrepreneurs were not given the right to own the constructed facilities, which prevented them from starting operations or continuing construction and equipment.
This systemic problem was studied on the spot and the economic efficiency of these lands were discussed.
A total of more than 12 billion Soums of investments (including more than 1 billion Soums of bank loans) will be attracted through the commissioning of these facilities, and more than 130 people will be provided with permanent jobs.
According to the results of the study, this problem was raised to the level of the Government of Uzbekistan and the Khorezm regional administration was given until July 1, 2020 to resolve this issue in the prescribed manner.
However, due to the fact that the issue was not resolved within this period, the Committee initiated a case against the Khorezm regional administration for violation of Article 12 of the Law “On Competition”.
After this measure, the Khorezm regional administration approved the decision of the district governor to allocate land to a total of 13 citizens and businesses from the territory of Qumravot mahalla of Galaba village of Urgench district. As a result, conditions have been created for 13 citizens and businesses who were unable to start functioning in the region to complete the construction work and start their activities.
